In using the
data gathered under this collection to assess emissions reductions
and the effectiveness of the Natural Gas STAR Program, EPA should
consider the degree to which Natural Gas STAR partners might have
reduced their emissions in the absence of the program. When this
ICR is resubmitted for renewal, EPA should evaluate the extent to
which the partners would have reduced their emissions in the
absence of this program. EPA should not use this data to estimate
aggregate emission reductions across the industry resulting from
the Natural Gas STAR program.

EPA needs to collect information
program participation and to obtain general information on new
Natual Gas STAR Partners. EPA also uses the information to evaluate
a Partner's progress per- formance, assess overall program results,
and develop technical guidance documents for the benefit of the
industry.
