Terms of Clearance: In using the data gathered under this collection to assess emissions reductions and the effectiveness of the PFC Reduction/Climate Partnership program, EPA should consider the degree to which partners might have reduced their emissions in the absence of the program. When this ICR is resubmitted for renewal, EPA should evaluate the extent to which the partners would have reduced their emissions in the absence of this program. EPA should not use this data to estimate aggregate emission reductions across the industry resulting from the PFC Reduction/Climate Partnership program.
