under this collection to assess emission reductions and the
effectiveness of the PFC Partnership, EPA should consider the
degree to which the partners would have reduced their emissions in
the absence of this program. In its next submission, EPA should
evaluate the extent to which the partners would have reduced their
emissions in the absence of this program. EPA should not use this
data to estimate aggregate emission reductions across the industry
resulting from the Partnership program.

EPA seeks to renew this ICR to
continue collecting information from companies participating in the
PFC Emission Reduction Partnership. As participants in this
voluntary program, semi- conductor manufacturers agree to endeavor
to reduce their emissions of extremely potent greenhouse gases such
as PFCs and SF6. EPA's partner companies will estimate and report
their annual overall PFC emissions for all US facilities. This
information will be aggregated and provided to EPA via the de-
signated third party allowing for evaluation of the overall
emission reductions achieved by the program.
On behalf of this Federal agency, I certify that
the collection of information encompassed by this request complies
with 5 CFR 1320.9 and the related provisions of 5 CFR
1320.8(b)(3).
