Abstract: FCC Form 314 and the applicable exhibits/explanations are required to be filed when applying for consent for assignment of an AM, FM or TV broadcast station construction permit or license. On June 2, 2003, the FCC released a Report and Order and NPRM, MB Docket No. 02-277 et al., 18 FCC Rcd 13620 (2003). On September 3, 2003, the Court granted a motion to stay the new broadcast ownership rules. On September 3, 2004, the Court issued an order granting the petition for panel rehearing ("Rehearing Order"), allowing the new radio ownership rules to go into effect, thus partially lifting the stay.
