The purpose of the HM-220F rulemaking initiative is to minimize personal injury and property damage during the cylinder filling process and to adopt a standard for early detection of sustained load cracking (SLC) to reduce the risk of a cylinder rupture. The revisions to this information collection as adopted in the final rule increase the burden and cost. In addition, the burden hours have been revised to correct mathematical errors discovered during review of this information collection. The specific revisions are discussed in the narrative in item 2 below. These information collection requirements document qualifications, inspections and tests pertaining to the manufacture and use of cylinders under various provisions in Parts 173 and 178 of the HMR. The information is needed to ascertain whether cylinders have been inspected and re-qualified in accordance with the HMR. For example, cylinders are required to be periodically inspected and re-qualified to ensure continuing compliance with the packaging standards. Information collection requirements also address registration of manufacturers, re-qualifiers and repairers, and marking of cylinders by re-qualifiers and re-certifiers. The information is used to verify that cylinders meet required manufacturing standards prior to being authorized for initial use, and once manufactured, the cylinders are maintained and used in compliance with applicable requirements of the HMR as safe packagings for hazardous materials. This information collection supports the Departmental Strategic Goal for Safety. Copies of applicable sections are at Attachment I. The HMR are promulgated in accordance with U.S.C. 5110, the Federal hazardous materials transportation law.
