The information
collection associated with the notice of proposed rulemaking (NPRM)
on Requirements for Intermodal Equipment Providers and Motor
Carriers and Drivers Operating Intermodal Equipment" is not
approved at this time. FMCSA shall examine public comment in
response to the NPRM and will describe in the preamble of the final
rule how the agency has maximized the practical utility of the
collection and minimized the burden. In the future, the agency
shall submit ICRs related to NPRMs to OMB for review on or before
the publication of the NPRM in the Federal Register, not three
months after publication. Furthermore, no other changes to the
existing collection is approved at this time. To obtain an
extension for the existing collection, FMCSA must submit a request
for an extension after going through the normal PRA public comment
process (i.e., a 60-day and 30-day notice).

This revision is due to a NPRM titled
"Requirements for Intermodal Equipment Providers and Motor Carriers
and Drivers Operating Intermodal Equipment," which would require
each equipment provider to obtain a unique DOT Number by submitting
a Form MCS-150C to FMCSA, and to update its initial report every 2
years.

This program change increase is
due a NPRM requirement for 108 intermodal equipment providers to
submit a Form MCS-150C, "Intermodal Equipment Provider
Identification Report," to identify themselves to FMCSA as an
equipment provider subject to the rulemaking to implement section
4118 of SAFETEA-LU.
