The Department is conducting a Passport Demand Study to address recent significant changes in U.S. Passport demand resulting from §7209 of the IRTPA, enacted on 12/17/04, which requires the Secretary of Homeland Security, in consultation with the Secretary of State, to develop and implement a plan to require U.S. citizens to present a passport or other sufficient documentation of identity and citizenship when entering the U.S.
