The request for a three-year approval is not granted because DOT has proposed changes to this collection in its proposed rule on Minimum Training Requirements for Entry-Level Commercial Motor Vehicle Operators (RIN 2126-AB06). The new expiration date is intended to provide sufficient time for DOT to finalize this rulemaking and address public comments on the proposed rule. DOT shall examine public comments in response to the NPRM and will describe in the preamble of the final rule how the agency has maximized the practical utility of the collection and minimized the burden.

Drivers applying for a commercial drivers license (CDL) must obtain training on certain topics. The applicant must present his employer/motor carrier with a certificate executed by a qualified trainer and indicating successful completion of such training. These requirements appear at 49 CFR 380.501 et seq.

The program adjustment decrease in total annual burden hours from 10,808 to 7,602 is due to the correction the number of CDL drivers required by the 2004 Final Rule to be trained. The Supporting Statement that accompanied the 2004 rule covered the first 3 years of the rule and took into account the one-time requirement for the agency to train certain CDL drivers who had obtained their CDLs in the past year during Year 1. This Supporting Statement covers Years 4,5, and 6.
