and Speech Disabilities; Emergency Access Notice of Proposed
Rulemaking and VIP Relay/VR S Fraud....
The Notice of Proposed Rulemaking
address the issue of access to emergency services of the two
Internet-based forms of Telecommunications Relay Service (TARS),
namely Video Relay Service (VR S) and Internet Protocol (VIP)
Relay. The Further Notice of Proposed Rulemaking addresses the
misuse of the two Internet-based forms of TARS--VIP Relay and VR S,
and seeks comment on possible changes to the TARS regulations to
curtail their misuse. The Commission is revising this information
collection to consolidate collection 3060-1091 into
3060-1089.

There is an adjustment to the
total annual burden hours and the total annual cost burden due to
the consolidation of information collection O MB Control Number
3060-1091 (Telecommunications Relay Services and Speech-to-Speech
Services for Individuals with Hearing and Speech Disabilities;
Interoperability Declaratory Ruling & NPR, CG Docket No.
03-123) into O MB Control Number 3060-1089 (Telecommunications
Relay Services and Speech-to-Speech Services for Individuals with
Hearing and Speech Disabilities; Emergency Access NPR; VIP Relay/VR
S Fraud NPR) per O MBs request. There are no program changes to
this information collection.
