JUSTIFICATION FOR CHANGE

In order to consolidate the information collection requirements relating to DFARS Part 237 in one clearance, DARS is transferring 5 hours form DFARS collection 0704-0187 (currently approved through February 28, 2009), which covers the provision at DFARS 252.237-7000, Notice of Special Standards of Responsibility, paragraph (c), which is for use in solicitations for audit services. Paragraph (c) requires the apparently successful offeror to give the contracting officer evidence that it is licensed by the cognizant licensing authority in the state or other political jurisdiction where the offeror operates its professional practice. The 5 hours will transfer to DFARS collection 0704-0231.

The following shows the number of respondents, burden hours, and cost being transferred form DFARS collection 0704-0187 to the DFARS collection 0704-0231:

An extension to DFARS collection 0704-0231, including the transfer of the 5 hours from DFARS collection 0704-0187, was approved by OMB on October 30, 2007. The current expiration date for DFARS collection 0704-0231 is October 31, 2010.

Since the 5 hours being transferred from DFARS collection 0704-0187 have already been approved under DFARS collection 0704-0231, DARS requests to decrease the burden for the DFARS collection 0704-0187 by means of a change request at this time. DARS will reflect this change in the next submission of the DFARS collection 0704-0187.
