bids. DOD uses this information to evaluate offers; determine
whether the offered price is fair and reasonable; and determine
which offeror to select for contract award. The requirement
implements 10 USC 2323, 10 USC 2326, 10 USC 2327, 10 USC 2354, 10
USC 2452 note, 10 USC 2336(a), and 40 USC 481(c). It further
implements 48 CFR Chapter 2, Defense Federal Acquisition Regulation
