Abstract: Risks associated with the spill of oil from bulk packagings are sufficiently serious to require development of response plans that may be implemented in a timely fashion. This requirement applies to carriers that transport oil in bulk packagings having a capacity of 3,500 gallons or more. * No change in number of Annual Burden Hours.
