The Labor-Management Reporting and Disclosure Act (LMRDA) requires unions to file annual financial reports, and copies of their constitution and bylaws with DOL. Under certain circumstances, reports are required of union officers and employees, employers, labor relations consultants, and surety companies. All reports are available for public disclosure. Filers are required to retain supporting records for five years; unions are required to retain election records for one year.

A difference of 1,107,859 annualized burden hours attributable as a program change is noted. OLMSÂ current OMB inventory is 3,460,198; OLMS is projecting that the previously approved forms and the proposed Form T-1 as well as the changes to the Form LM-2 and the revocation procedures to be established for the Form LM-3 will require 4,568,057 hours. The proposed Form T-1 accounts for 177,529 in total burden hours in comparison to the previously approved package. The changes made to the Form LM-2 and the establishment of the revocation procedure for the Form LM-3 account for the remaining 930,330 hours. The Department will publish the proposed rule changing the Form LM-2 and establishing the Form LM-3 revocations procedure on May XX, 2008.
