The data collected on the BE-11 survey provide a variety of measures of the overall opertions of U.S. parent companies and their foreign affiliates. The data are needed to measure the size and economic significance of U.S. direct investment abroad, measure changes in such investment and assess it's impact on the U.S. and foreign economics.
In order to align BEA's survey program with available resources, which have declined as a result of a recent reduction in its budget, BEA proposes changes in the reporting criteria, which resulted in a program change decrease. The adjustment increase is associated with growth in the number and average size of U.S. parent companies and foreign affiliates since the previously approved survey.
On behalf of this Federal agency, I certify that the collection of information encompassed by this request complies with 5 CFR 1320.9 and the related provisions of 5 CFR 1320.8(b)(3).
