Since this
program is already collecting this data without a valid OMB control
number it will need to be reported as a violation in next year's
ICB. In addition, the cost numbers provided by this program seem
smaller than expected for a program which has already been rolled
out to 162 sites worldwide. It is still unclear based on the
additional information provided why DOD cannot use HSPD or at least
leverage the existing HSPD-12 infrastructure for this program and
this information needs to be clarified when this collection is
re-submitted.

Information is needed to obtain the
necessary data to verify eligibility for a DoD physical access card
for personnel who are not entitled to a Common Access Card or other
approved DoD identification card. The information is used to
establish eligibility for the physical access to a DoD installation
or facility, detect fraudulent identification cards, provide
physical access and population demographic reports, provide law
enforcement data, and in some cases provide anti-terrorism
screening.
