This ICR covers five aspects of EPA's
certification program for passenger cars, light-duty trucks, and
highway motorcycles: 1) car and light truck fuel economy, 2)
motorcycle certification, 3) the manufacturers' in-use testing
program for cars and light trucks, 4) car and light truck emissions
certification, and 5) defect and voluntary emission recall reports
for cars, light trucks, and motorcycles. This renewal ICR reflects
several changes approved in subsequent ICRs as well as other
current testing burden data and adjustments.
All elements of this collection
have been reexamined and updated with the latest testing costs and
labor estimations. The largest changes in this request are through
1) inclusion of costs and hours discussed in the fuel economy
labeling rule but not included in the ICR at that time as falling
outside the three-year ICR time horizon, 2) a more accurate
estimate of the costs associated with testing for evaporative
emissions in the emissions IC, and 3)adjusted testing levels based
on query of MY 2007 certification data.
