Terms of Clearance: This collection is approved for 1 year for the class of individuals who are deemed to not be covered by HSPD-12 in accordance with OMB Memorandum 05-24. DoD will provide to OMB, no later than six months from the date this collection is approved, the following information: An agency-wide plan/architecture addressing the use of PIV compliant and PIV-interoperable credentials as the basic of authorization for unescorted physical access. This plan should address the reduction, to the extent practicable, of credentials that are not compliant or interoperable with FIPS 201 and subsequent NIST guidelines. DOD must also confirm that all security and privacy requirements have been met as of the date of system operation, and a copy of the DOD physical access policy permitting DBIDS must be provided. DOD must along write up DBIDS as a PRA violation in this year's Information Collection Budget

Abstract: Information is needed to obtain the necessary data to verify eligibility for a DoD physical access card for personnel who are not entitled to a Common Access Card or other approved DoD identification card. The information is used to establish eligibility for the physical access to a DoD installation or facility, detect fraudulent identification cards, provide physical access and population demographic reports, provide law enforcement data, and in some cases provide anti-terrorism screening.
