Approval is given for the focus group portion only. NPS/DOI must resubmit the pre-test study before the pre-test survey is administered. In re-submitting the pre-test study, OMB will waive the 60-day and the 30-day FR notices. The pre-test study must discuss how the study will examine the policy relevant issues raised during this review (e.g., unique environmental sites and features, geography, validity of national vs. regional estimates).

The National Park Service (NPS) plans to conduct a nationwide stated preference survey to estimate the value of visibility changes in national parks and wilderness areas. This information will assist the NPS in efficiently managing park units, as well as evaluating the benefits and costs of state and federal efforts to improve air quality. The current information collection is limited to survey pre-testing and a pilot study, as necessary prerequisites to the implementation of a full stated-preference valuation study.

An increase in burden from the initial ICR is being requested, so that another set of focus groups can be conducted. New topics and issues arose during the initial sets of focus groups, so the investigators would like to conduct one more set in one more city in order to further vet the ideas and get more information from the public to inform this pilot study. There are no substantial changes to this ICR (in terms of the focus group script or methodology), only a burden increase due to more participants.
