The Vertical Tandem Lifts (VTLs)
Standards require employers to develop, implement, and maintain a
written plan for transporting vertically connected containers in
the Longshoring and Marine Terminal industries. The written plan is
necessary for the safe transport of VTLs in the marine terminal
where factors affect the stability of a VTL which has a higher
center of gravity than a single container.

The Agency published a final
rule on Vertical Tandem Lifts in Marine and Longshoring industries.
As a result, there is a program change increase of 80 hours for the
new collection of information requirements contained in the final
rule.
On behalf of this Federal agency, I certify that
the collection of information encompassed by this request complies
with 5 CFR 1320.9 and the related provisions of 5 CFR
1320.8(b)(3).
