burden as part of the ICR consolidation process, and the clear

This ICR estimates the cost associated
with the Applications, Special Plans and Studies, Monitoring,
Reporting, Recordkeeping, Compliance and Enforcement and Progam
Authorizations for the base NPDES program (including municipal
facilities, non-municipal facilities, biosolids facilities,
combined sewer systems, stormwater permittees and vessel
permitees).
The burden for this ICR changed
dramatically because it represents the consolidation of 9 previous
ICRs, as well as the inclusion of burden related to the new Vessels
General Permit (VGP). A more detailed description of the change in
burden can be found in Section 6(f) of the supporting
