The change in burden is a PROGRAM CHANGE due to a Coast Guard rulemaking [USCG-2005-21869]. The rulemaking will— • Expand the NOA requirements to more vessels • Require a NOD • Require electronic submission of the NOAs & NODs. The program change is necessary to enhance Maritime Domain Awareness, an essential element for U.S. maritime security.
