The Act to Prevention Pollution from
Ships (APPS) and the International Convention for Prevention of
Pollution from Ships, 1973, as modified by the 1978 Protocol
relating thereto (MARPOL 73/78), requires that information about
oil cargo or fuel operations be entred into an Oil Record
Box.
The change in burden is an
ADJUSTMENT due to a change in vessel population. The burden has
decreased due to a decrease in the vessel population. The
methodology for determining hour and cost burden remain the
