The Workforce Investment Act of 1998 (Public Law 105-220) provides the framework for a network of State workforce investment systems designed to meet the needs of the nation's businesses, job seekers, youth, and those who want to further their careers. Title I requires that States develop five-year strategic plans for this system, which must also contain the detail plans required under the Wagner-Peyser Act (29 USC 49g). Plan modifications to the WIA title I and Wagner-Peyser Act (29 USC 49g) are required by WIA 20 CFR 661-230. Section V provides States the option of submitting a State Unified Plan.

ETA has combined PRA clearance number 1205-0407 with this clearance and is submitting 2 IC's under 1205-0398. In its last submission, ETA estimated that it would receive 19 modifications each year for 1205-0398. In 2007, however, ETA received 56 modifications from entities submitting a Stand Alone Plan. ETA now estimates that it will receive 56 modifications from entities submitting the standalone plan IC. The burden hours for each submission remain the same; therefore the total hours requested for the IC for Stand-Alone Plans is estimated to increase correspondingly from 950 to 2,800. With the addition of the 2nd IC for Unified State Plans (formerly cleared under PRA No. 1205-0407), the number of respondents increases by an additional 3 and increases the total hours by an additional 150 hours. Therefore, for PRA No. 1205-0398, the total number of respondents is 59 and the total burden hours are 2,950; the time estimates to complete both IC's remain the same as previously reported.
