Non-substantive Change Request Justification, 1205-0223, ETA 671, Program Registration, Section I.
The Recovery Act of 2009 is intended to preserve and create jobs, promote the nation’s economic recovery, and assist those most impacted by the recession. The Office of Apprenticeship (OA) is supporting the Employment and Training Administration’s efforts to build a pipeline of skilled workers for emerging green jobs among other initiatives. OA will provide technical-assistance strategies and support to national organizations to expand Registered Apprenticeship into new and emerging industries, including those with emerging green jobs and existing occupations that are adding new green elements.
Consequently, program sponsors with Registered Apprenticeship programs will be incorporating skills training for green jobs into their existing or new apprenticeship programs. Specifically, to ETA-671 (Program Registration), Section I, OA has added fields #8 and #9 with corresponding instructions, all yellow highlighted, to comply with the requirements of the Recovery Act of 2009. Thus, this collection of information will provide OA with the data needed to report economic recovery information as related to program sponsors employing apprentices in jobs characterized as “green.”
Please note that OA is also working with other federal partners, particularly the General Services Administration, Department of Housing and Urban Development, and the Environmental Protection Agency to leverage Recovery Act funding that can utilize Registered Apprenticeship to train and employ workers, particularly in green industries, as called out in #8 and #9 in ETA 671 (Program Registration), Section I.
