The collection of information requires
owner, operator, agent, or master of a vessel to apply in writing
to the Coast Guard before commencement of the inspection for
certification, when a waiver is desired from the requirements of
navigation and vessel in- spection, or to request a Continuous
Synopsis Record.
The change in burden (i.e.,
increase) is an ADJUSTMENT due to several factors. First, an
increase in vessel population. Second, a change in the Coast
Guard's data collection method which enabled us to more accurately
capture additional subpopulations not previously accounted for
during data queries.
