Under 49 U.S.C. Section 5309, FTA is
required to publish regulations on how proposed major fixed
guideway transit investments ("New Starts") will be evaluated
against criteria established by statue. This Rule codifies existing
practice. SAFETEA-LU, in addition to outlining the New Starts
program, established a new "Small Starts" program.
