Respondents are owners or operators of portland cement manufacturing plants, except for kilns and in-line kiln/raw mills that burn hazardous waste and are subject to 40 CFR part 63, subpart EEE. The proposed amendments would establish or revise emission limits for total hydrocarbons (THC), mercury (Hg), hydrogen chloride (HCl), and particulate matter (PM) for kilns and in-line kilns/raw mills. To demonstrate compliance with these emission limits, owners or operators of new, existing or reconstructed kilns would be required to continuously monitor THC, Hg, and HCl emissions and monitor baghouse performance for PM removal. Respondents would be required to maintain additional records to demonstrate compliance with THC, Hg, HCl, and PM limits and notify EPA of performance tests.
