burden/cost estimates. As this ICR is associated with the issuance
of annual guidance, this ICR is approved for one year. During this
time, and in response to public comments that suggest the burden
estimates may not be accurate, CMS shall either (1) add a data
element/question question to accurately determine burden at the end
of the BPT - (e.g., How long did this reporting process take to
complete? Please include all time spent gathering and synthesizing
information, attending training sessions, and entering such
information into the computer system.) or (2) ask a purposive
sample of 9 plans for an estimate of the total burden associated
with this collection, with the plans varying on important
dimensions such as a size of plan, scope of plan coverage (e.g.
national, regional, local), and type of plan (MA vs PDP). Previous
terms of clearance remain in effect.

Under the Medicare Prescription Drug,
Improvement, and Modernization Act of 2003 (MMA), and implementing
regulations at 42 CFR, Medicare Advantage organizations (MAO) and
Prescription Drug Plans (PDP) are required to submit an actuarial
pricing "bid" for each plan offered to Medicare beneficiaries for
approval by the Centers for Medicare & Medicaid Services (CMS).
MAOs and PDPs use the Bid Pricing Tool (BPT) software to develop
their actuarial pricing bid. The information provided in the BPT is
the basis for the plan's enrollee premiums and CMS payments for
each contract year.
