Abstract: Employers who want to employ messengers/apprentices/learners at subminimum wages under the provisions of section 14(a) of the Fair Labor Standards Act must submit an application to the Department of Labor for authorization. Applications and records are reviewed by the Department of Labor to determine whether statutory and regulatory requirements have been met.
