108, requires air carriers to maintain, update, and comply with
TSA-approved comprehensive security programs to ensure the safety
of persons and property traveling on their flights. These programs
are subject to TSA inspection.

The burden increase is due to
the process of maintaining and updating aircraft operator security
plans being recalculated to a more accurately reflect the time and
effort the respondents are expending in order to comply with the
security program requirement. Also, the burden increased is based
on the increase of the 12,500 aircraftor operator population.
On behalf of this Federal agency, I certify that
