EPA is proposing changes to its motor vehicle certification and compliance program regulations to simplify and lessen the burdens for manufacturers seeking EPA approval for light duty vehicles and trucks that have been converted for use of alternative fuels. This ICR deals with the light duty portion of the proposal. The change in burden is entirely in the Emissions IC.

Changing Regulations
The proposed regulation will result in an estimated reduction in burden from previous requirements of 21,942 hours and $188,523 in annualized capital and O&M costs for the light duty Emissions IC. This is due to reduced testing requirements, particularly for NMOG (Non-Methane Organic Gases), reduction in the number of families through broader criteria for inclusion, which reduces all paperwork burdens in this IC, and reduced reporting hours and costs through alternatives to full certification application for all but the newest converted vehicles.
