EIA-846 (A) and (B) will be used to collect data on energy consumption and related subjects for the manufacturing sector of the US economy. In addition to being used for the National Energy Modeling System, the MECS is used to augment a data base on the manufacturing sector. Respondents are manufacturing establishments.

This change in burden does not actually represent an increase. Due to the fact that the MECS is a quadriennial survey, the request was discontinued in 2009 since no collection was scheduled for that year (expiring in 11/2009). We did not wish to carry the collection burden during this time since the collection would not take place. This reinstatement recognizes the change in burden (which is the same burden reported for the previous cycle) as a program change.
