The change in burden is an ADJUSTMENT due to a change in the facility and vessel population. While the number of facilities has declined (65 to 52) from the last ICR, the number of vessels has greatly increased (310 to 607). The increase in vessel numbers may be due to the change in the number of vessel operating at VCS-equipped facilities. There is no proposed change to the reporting or recordkeeping requirements of this collection. The reporting and recordkeeping requirements, and the methodology for calculating burden, remain unchanged.
