The information is needed to ensure
compliance with U.S. regulations for the design of facility &
tank vessel vapor control systems. The information is also needed
to determine the qualifications of a certifying entity. Respondents
are owners & operators of facilities, tank vessels, tank barge
cleaning facilities, & certifying entities. The statutory
authority is 46 U.S. Code 3703 and 70011.

ADJUSTMENT due to a change (i.e., decrease) in the estimated annual
number of respondents. There is no proposed change to the reporting
