The estimated cost of a GMDSS unit is about $3,000 (see LRIT Final Rule). The ability to perform LRIT reporting is programmed into a GMDSS unit, and there is no specific LRIT-related maintenance cost. GMDSS units are required on certain U.S. vessels per FCC regulations in 47 CFR Part 80 Subpart W. Because GMDSS carriage is an FCC requirement, the agency did not include the cost or maintenance of a unit in this LRIT ICR. However, the agency revised its response to Q13 to indicate via footnote the estimated GMDSS unit cost.

The Coast Guard collects, stores, and analyzes vessel data transmitted electronically to enhance maritime domain awareness (MDA). Awareness and threat knowledge are critical for securing the maritime domain and the key to preventing adverse events. Data is also used for marine safety and environmental protection purposes.

The change (i.e., increase) in burden is an ADJUSTMENT. The ADJUSTMENT (increase in respondents (+163), responses (+163) and burden hours (+54)) is the result of a change in the vessel population. The LRIT carriage requirements and the methodology for calculation burden remain unchanged.
