Exchange Programs Alumni Website Registration

A. JUSTIFICATION

  1. Each year, the Bureau of Educational and Cultural Affairs (ECA) manages the exchange programs for more than 40,000 people from around the world. ECA’s Office of Alumni Affairs manages the State Alumni website (https://alumni.state.gov), an online community for alumni of U.S. government-sponsored exchange programs.

The information solicited is necessary to process alumni requests for access to the Department of State Exchange Programs Alumni website. The information is sought pursuant to the Mutual Educational and Cultural Exchange Act of 1961, as amended (the Fulbright-Hays Act)(22 U.S.C. 2451 et seq.).

  1. The information will be used by ECA’s Office of Alumni Affairs to set up online user accounts for exchanges alumni who wish to access the State Exchange Programs Alumni website. This is a voluntary information collection for alumni of U.S. government-sponsored exchanges.

  2. The information collection is web-based, via an online application. Interested alumni register at the following URL: https://alumni.state.gov/landing-page?op=auth;method=createAccount.

  3. Currently, no duplication information exists; there is no other reliable method for the ECA Office of Alumni Affairs to collect the information needed for website registration.

  4. This collection of information does not have an impact on small businesses or other small entities.

  5. Without the information collection, ECA would not be able to provide exchange program alumni access to the State Alumni website.

  6. There are no special circumstances.

  7. ECA published a notice in the Federal Register seeking public comments on this proposed collection. No comments were received.

  8. No gifts or payments will be made to respondents.

  9. The State Alumni Web site requires certain personal information for participation as well as to keep track of the participants of its international exchange programs. Data may also be for program planning and management purposes.

The Department of State will not sell or rent user email address or other personal information for unsolicited marketing. The Department of State does not release information to any outside companies, organizations, or governments, nor to any third parties not directly involved with exchange programs funded by the U.S. Government.  State Alumni is owned by the U.S. government and we may disclose personal information if so required by a subpoena, judicial or administrative order, or as otherwise required by law to assist government enforcement agencies.

The information is sought pursuant to the Mutual Educational and Cultural Exchange Act of 1961, as amended (the Fulbright-Hays Act)(22 U.S.C. 2451 et seq.). The full State Alumni website privacy policy can be found at https://alumni.state.gov/privacy_policy.

  1. No questions of a sensitive nature are asked.

  2. Last year approximately 15,000 members joined State Alumni. The estimated time to fill out the application form is 10 minutes, for an annual burden of 2,500 hours. 10 minutes x 15,000 = 2,500 hours.

  3. There is no cost to respondents associated with this collection.

  4. There is no direct time or cost burden on employees of the Office of Alumni Affairs and will impose no additional time or cost burden on the Federal government.

  5. The burden changes indicated are associated with this being submitted as a new collection.

  6. The information gathered by this collection will not be published.

  7. ECA Office of Alumni Affairs will display the OMB expiration date.

  8. ECA Office of Alumni Affairs does not request an exception to the certification of the information collection.



B. COLLECTION OF INFORMATION EMPLOYING STATISTICAL METHODS

This collection of information does not employ statistical methods.
