The final regulations for Foreign Institutions--Federal Student Aid Programs (34 CFR Parts 600, 668, 682, et al.)expand the requirement that foreign graduate medical schools identify all clinical locations utilized by its students, with explicit exceptions. The regulations also add that a foreign graduate medical school must notify the Department within 10 days that it adds a location that provides a portion of its clinical training unless the program is accredited by the Liaison Committee on Medical Education or meets an additional explicit exception.

Changing Regulations
The final regulations for 34 CFR part 600 add new requirements for foreign graduate medical schools to provide additional information about all clinical locations to the Department unless the location meets explicit exemption, and include the submission of affiliation agreements with hospitals and clinics that provide the required clinical training. Also, the new gainful employment regulations require the submission of a narrative description of how and why the new program was developed to meet local, regional or national market needs. These changes result in a program change 3,634 burden hours and are needed to ensure proper oversight of the Title IV, the Higher Education Act program funds and that such funds are only made available to eligible students in eligible programs at eligible locations.
