relevancy of the reorganization and re-engineering of the
procedures for application, review, award and oversight of the
scientific activities supported by NIH; 4)input relevant in the
design of modifications of these operations, processes, and
services;5)customer and partner need in developing new modes of
operation; 6)partner and customer feedback about the efficacy of
implemented modifications; and 7)the quality of the changed
operations and processes used to award NIH support for areas of
