The purpose of this standard and its
information collection requirements is to provide protection for
workers from the adverse effects associated with the occupational
exposure to the following carcinogens: 4-Nitrobiphenyl,
alpha-Naphthylamine, methyl chloromethyl ether,
3,3-Dichlorobenzidine (and its salts), bis-chloromethyl ether,
beta-Naphthylamine, Benzidine, 4-Aminodiphenyl, Ethyleneimine,
beta-Propiolactone, 2-Acetylaminofluorene,
4-Dimethylaminoazo-benzene, and N-Nitrosodimethylamine.

OSHA removed the requirement
that employers transfer employee medical records to the National
Institute for Occupational Safety and Health (NIOSH) specified in
paragraph 29 CFR 1910.1003(g)(2) under the Standards Improvement
Project-Phase III final rule. As a result of this rulemaking, the
Agency requests a program change reduction of 6 hours in addition
to a program cost decrease under Item 12 of $139. There is also a
program cost adjustment under Item 13 of $37 for mailing records to
NIOSH. As a result of a data entry error, the current total cost in
ROCIS did not include the $37 for employers to mail records to
NIOSH. However, as a result of the SIPs III rulemaking the $37
should be removed as a program change since employers no longer
need to mail records. The net result is no change in total
cost.
