The information received from the
report is used to maintain a record of coal produced for sale,
transfer or use nationwide each calendar quarter, the method of
coal removal and the type of coal, and the basis for coal tonnage
reported. Individual reclamation fee payment liability is based on
this information and is required by the Surface Mining Control and
Reclamation Act of 1977 as amended by PL 101-508.

This information collection
request will result in a reduction of 790 hours due to adjustments
in the number of respondents who file OSM-1 forms each year, and an
increased use of electronic submissions of the form. There will
also be an increase of 15 hours and non-wage costs of $288,800 for
programmatic changes due to prior inadvertent omissions.
