Eligible Telecommunications carriers
are permitted to receive universal service support reimbursement
for offering certain services to qualifying low-income customers.
The Commission issued an order (FCC 11-97) that adopts a final rule
(Duplicate Payments Order), rel. June 21, 2011 clarifying that
qualifying low-income consumers may receive no more than a single
Lifeline benefit. We also require eligible telecommunications
carriers upon notification from the Universal Service
Administrative Company (USAC) to de-enroll subscribers that are
receiving multiple benefits in violation of that rule.
