Grantee Interview Questions

NOAA’s Coastal Service Center in Charleston, SC is currently working with Eastern Research Group, Inc. (ERG) to conduct an evaluation of the NOAA Coastal Storms Program (CSP) in the Gulf of Mexico. The purpose of the evaluation is to assess the program’s progress toward its objectives and the economic impact of the program in terms of costs and benefits. As part of this evaluation, ERG is conducting interviews with grantees in the Gulf of Mexico program area to better understand the use and impact of program products and to gather your perspectives on the program’s functioning and success.

The responses you provide to us will remain confidential, and information gathered will be summarized by ERG in a way that does not single out individual participants. The purpose of this interview is not to assess your performance or your grant. The purpose is to provide evidence for the success of the Coastal Storms Program as a whole.

  1. Please briefly tell us about the CSP grant that you received.



  1. How much use did your product or initiative get? By whom?



  1. Was your product or initiative “user-driven” in the sense that the user defined its content and/or direction? How so?



  1. Was your product’s/initiative’s purpose to form new partnerships outside of NOAA or the MS-AL Sea Grant?

    1. On a scale of 1 to 5, with 1 being not successful at all and 5 being very successful, how successful have your efforts been at forming partnerships?

    2. Are there anecdotal stories of success you could share?

    3. What challenges did you encounter?



  1. Was your product’s/initiative’s purpose to target behavioral change (such as disaster preparedness and planning) among key stakeholders in the project area? If yes, how?

    1. On a scale of 1 to 5, with 1 being not successful at all and 5 being very successful, how successful have your efforts been at generating behavioral change among key stakeholders?

    2. Are there anecdotal stories of success you could share?

    3. What challenges did you encounter?



  1. Was your product’s/initiative’s purpose to target attitudinal change about coastal storm disasters and/or disaster preparedness among key stakeholders in the project area? If yes, how?

    1. On a scale of 1 to 5, with 1 being not successful at all and 5 being very successful, how successful have your efforts been at generating attitudinal changes about coastal storm disasters and/or disaster preparedness among key stakeholders in the project area?

    2. Are there anecdotal stories of success you could share?

    3. What challenges did you encounter?



  1. Has this product/initiative led to any “spin-off” projects to extend it to new products, services, audiences, or geographic areas?


  1. What are the lessons you learned from your experience developing a product/initiative as a CSP grantee? Are there lessons learned for the program as a whole?
