Abstract: Under section 312 of the Clean Water Act, no No Discharge Zones (NDZs) may be established by States without EPA review and concurrence under the proceedures outlined in 40 CFR part 1700 for 312(n) NDZs or 40 CFR 140 for 312(f) NDZs.
