It is requested that EIA continue to work with respondents concerning the information disclosure policy changes made during this submission. In addition, it is requested that EIA submit a discontinue request for the EIA-22M information collection request (OMB Control Number 1905-0207) as this form was incorporated into this collection.

The Petroleum Supply Reporting System (PSRS) produces data that are used in statistical and analytical reports as well as forecasts produced by the U.S. Energy Information Administration (EIA). Reports and forecasts produced by EIA are essential to accomplish the agency's mission to promote sound policy making, efficient markets, and public understanding of energy and its interaction with the economy and the environment. Users of PSRS data include government officials, persons working in oil and related industries, financial analysts, academic researchers, and others who are interested in oil supplies and related subjects.

This ICR combines forms from two previously approved ICRs, OMB Control Nos. 1905-0165 (PSRS) and 1905-0207 (Form EIA-22M). Note that the previously approved burden hours (shown above) reflect only those approved hours associated with 1905-0165. Therefore the burden calculation does not reflect the actual total change in burden for the entire collection. Total existing burden for the two ICRs combined is 216,249 hours (210,859 (PSRS ICR) + 5,400 (EIA-22M ICR) plus 10 (adjustment for error of 901 vs 891 for Form EIA-13 burden increase approved 12/9/10)). Total estimated burden for the 2013 proposed collection is 213,562 hours resulting in a net decrease of 2,687 burden hours. Total existing annual number of responses for the two ICRs combined is 93,953 (92,153 (PSRS ICR) + 1,800 (EIA-22M ICR). Total estimated annual responses for the 2013 proposed collection is 102,108. ROCIS help desk representative explained that there is no connection between ICRs/Control Numbers. Therefore there is no way to link the approved burden between the two ICRs to calculate the correct total existing burden for the combined collection. ROCIS help desk representative advised including the burden from OMB Control No. 1905-0207 by adding an IC with the information for that collection; that collection has been added here as a new IC. EIA intends to discontinue the single-form ICR for Form EIA-22M OMB Control No. 1905-0207 that is included in this package. Form EIA-801 is being is being identified as 'removed' from the collection and is shown as part of the IC list with a label of 'REMOVED'. The previously approved burden for this form has not been included in the current ICR because EIA has no plan to continue the collection.
