1. The streamlined application process covered under this generic clearance ONLY includes discretionary grant applications. No other related collections (such as annual performance reports) are covered under this clearance; 2. Each January Education will submit to OMB an updated list of Discretionary Grant Information Collections to be covered under this generic clearance; 3. In the event that ED seeks to add an Information Collection to the current list ED will submit to OMB a brief memorandum summarizing the information collection and announcing ED's intention to add this collection to those covered under this generic clearance; 4. In any Federal Register announcement preceding OMB submission under this generic clearance, ED will reiterate the process for this generic clearance and make clear that the thirty day period in conjunction with OMB review is the only public comment period for collections under this generic clearance; and 5. Each information collection submitted under this clearance will retain its original OMB number (i.e., not 1894-0001), however, all references in ROCIS and in the Federal Register announcement for each individual submission will reference 1894-0001.

Section 3505(a)(2) of the PRA of 1995 provides the OMB Director authority to approve the streamlined clearance process proposed in this information collection request. This information collection request was originally approved by OMB in January of 1997. This information collection streamlines the clearance process for all discretionary grant information collections which do not fit the generic application process. The streamlined clearance process continues to reduce the clearance time for the U.S. Department of Education's (ED's) discretionary grant information collections by two months or 60 days. This is desirable for two major reasons: it would allow ED to provide better customer service to grant applicants and help meet ED's goal for timely awards of discretionary grants.
On behalf of this Federal agency, I certify that the collection of information encompassed by this request complies with 5 CFR 1320.9 and the related provisions of 5 CFR 1320.8(b)(3).
