These information collection
requirements are minimal and are used to ensure that motor carriers
have adequate documentation of the systematic inspection, repair
and maintenance programs required by 49 CFR part 396. This revision
is due to a Final Rule entitled,"Inspection, Repair, and
Maintenance; Driver-Vehicle Inspection Report." The final rule will
rescind the requirement that commercial motor vehicle (CMV) drivers
operating in interstate commerce, except drivers of
passenger-carrying CMVs, submit, and motor carriers retain,
driver-vehicle inspection reports when the driver has neither found
nor been made aware of any vehicle defects or
deficiencies.

This program change decrease of
46,669,294 annual burden hours [58,093,888 currently approved
annual burden hours - 11,424,594 proposed annual burden hours]is
due to the elimination of regulatory requirement that CMV drivers
operating in interstate commerce, except drivers of
passenger-carrying CMVs, submit, and motor carriers retain,
driver-vehicle inspection reports when the driver has not found nor
been aware of any vehicle defects or deficiencies.
