The data collected will be used for the application of individual workers to retain a TWIC credential for security identification purposes. The data will be collected and a Security Threat Assessment will be conducted on the individual with outreach too appropriate agency databases. When the individual is cleared they will be provided a credential containing information for identification verification at either maritime facilities or vessel locations. This has been required by the MTSA Maritime Transportation Security Act of 2002.
The burden was changed from the previous submission in 2008. At that time, the TWIC Program had only recently been deployed and many numbers were estimates (based on input from academia, industry, and other government sources). However, data used in this submission are based on actuals, as well as more refined estimates. There are no changes to the information being collected. TSA also has recently adjusted the hour and cost burden to account for those eligible TWIC holders who choose the three-year extended TWIC option (EED TWIC) and OneVisit option.
On behalf of this Federal agency, I certify that the collection of information encompassed by this request complies with 5 CFR 1320.9 and the related provisions of 5 CFR 1320.8(b)(3).
