The FERC Form No. 2 is a financial and
operating report for natural gas rate regulation for major
pipelines. "Major" is defined as companies having combined gas sold
for resale and gas transported or stored for a fee that exceeds 50
million Dekatherms in each of the three previous calendar years.
Under the FERC Form No. 2, the Commission investigates, collects
and records data and prescribes rules and regulations concerning
accounts, records and memoranda as necessary to administer the
Natural Gas Act (NGA).
The FERC Form No. 2 has not
changed since the last time OMB reviewed this collection. In the
last information collection request (ICR) for this collection FERC
included a one-time program change or 80 hours and one response per
filer. These additional hours were necessary for respondents to set
up the necessary processes in order to provide information on
functionalized fuel data on pages 521a through 521d. The one-time
hours were completed in 2012 and in this ICR FERC is removing the
one-time hours. This collection also saw an increased number of
filers which is the sole reason for the agency adjustment.
