The information received from the
report is used to maintain a record of coal produced for sale,
transfer or use nationwide each calendar quarter, the method of
coal removal and the type of coal, and the basis for coal tonnage
reported. Individual reclamation fee payment liability is based on
this information and is required by the Surface Mining Control and
Reclamation Act of 1977 as amended by PL 101-508.

This information collection
request reduces the estimated burden currently approved by OMB by
42 hours due to a reduction in use and an increase in the use of
electronic submissions. This request increases non-wage costs of
$37,200 due to an adjustment in the number of respondents taking
the coal moisture deduction which requires laboratory fees. OSMRE
is updating this form in Part 2, section 7 to make it easier for a
mine operator to declare that coal production has been completed.
This will not add burden to respondents.
