This information is needed because: 1) Vessel owners and operators need to develop and implement cargo securing manuals (CSMs) to fulfill safety standards established by international treaties; and 2) the Coast Guard needs timely information on hazardous conditions to carry out its missions relating to protecting vessels, their crews and passengers, and the environment.
